Lexington's Conservation Commission will review stormwater upgrades at Jonas Clarke Middle School and three raze-and-rebuild housing projects at a public hearing Tuesday, Sept. 29.
The remote meeting begins at 6:30 p.m. on Zoom, with new public hearings starting at 7 p.m. LexMedia will broadcast the session. The commission, chaired by Ruth Ladd, has an agenda that touches school infrastructure, residential teardowns near wetlands and proposed updates to the town's Wetland Protection Code.
Jonas Clarke stormwater project
The commission will hear a Notice of Intent for stormwater management improvements at Jonas Clarke Middle School, 17 Stedman Road. John Livsey of the Town of Lexington Engineering Department filed the application on behalf of the town, according to the commission's legal notice.
The project would involve work within multiple protected wetland resource areas, including Bordering Vegetated Wetlands, the 200-foot Riverfront Area, Bordering Land Subject to Flooding and the 100-foot Buffer Zone. The hearing falls under both the Massachusetts Wetlands Protection Act and Lexington's own Wetland Protection Code. No cost estimate or project scope appears in the agenda or legal notice.
Three raze-and-rebuild hearings
Three separate applicants are seeking permission to tear down and rebuild single-family homes within 100 feet of protected wetlands:
- 44 Grassland Street: Michael Walsh of 44 Grassland LLC filed to raze and rebuild within the Buffer Zone to Bordering Vegetated Wetlands.
- 7 Conestoga Road: Vinicius Silva of 7 Conestoga Road LLC filed for a similar teardown. That site also falls within Bordering Land Subject to Flooding.
- 3 Goffe Road: Frank Hsieh and Lily Li of the Lily Y Li Family Trust filed to raze and rebuild. Their site also sits within a flood-prone area.
The raze-and-rebuild pattern is not new for the commission. A similar application at 21 Valleyfield Street has been continued twice, on Aug. 18 and again on Sept. 8, and returns Tuesday.
Other agenda items
The Sept. 29 agenda also includes four more new hearings: a deck rebuild at 44 Earl Street, a home addition at 27 Valleyfield Street, fence and landscaping work at 127 North Street and a permeable-paver walkway at 29 Pearl Street. A continued hearing for Eversource work at a substation on 1 Lillian Road is also on the docket.
The commission will discuss proposed updates to the Lexington Wetland Protection Code 130 Rules, though no details on the proposed changes appear in the posted agenda.
