Lexington's School Committee Finance Subcommittee meets Tuesday, Oct. 13, to examine how state Chapter 70 aid reaches local schools. The one-hour session also marks the opening of the FY28 budget cycle.
The subcommittee convenes at 4:30 p.m. at Central Office, 173 Bedford St., ninety minutes before the full School Committee's 6–9 p.m. meeting at the same location. Both sessions touch the FY28 budget, but the subcommittee's agenda goes deeper into the numbers.
Chapter 70 in focus
The centerpiece is a block of Chapter 70 items: a DESE introductory presentation on the state funding formula, a district-by-district look at Chapter 70 and Net School Spending, Lexington-specific aid details, and a review of the 2027 Brown Book, the town's recommended budget and financing plan.
Governor Maura Healey signed the FY27 state budget on July 9, authorizing $7.66 billion in Chapter 70 aid statewide, a 4.03% increase over FY26. Every operating district received at least $160 per student in additional aid under the formula's minimum-aid provision.
Lexington Public Schools receives roughly $19 million in Chapter 70 aid annually, according to a March 2026 budget presentation to Annual Town Meeting. That presentation noted the district spends 195% of its Net School Spending requirement, well above the statewide average of 154%. Districts that spend far above the state-calculated floor rely heavily on local property taxes, making the Chapter 70 formula a recurring pressure point during budget season.
Q1 spending and FY24 close-out
The subcommittee will also preview first-quarter FY27 spending and hear an accountant's report on FY24 end-of-year results. The FY27 operating budget, approved at Town Meeting, totals $151.7 million, a 3.9% increase over FY26's $146 million.
FY28 budget process begins
Three items round out the agenda: budget guidelines, a review of the warrant process, and budget transfers. The full School Committee's evening session separately includes a discussion and possible vote on FY28 budget guidelines and a calendar, according to the full committee's agenda.
School Committee members as of the April 2026 financial summit included Chair Eileen Jay, Kathleen Lenihan, Sarah Carter, Larry Freeman and Mona Roy. The agenda does not name which subcommittee members or presenters will attend Tuesday's session.
The subcommittee's revised agenda, filed with the Lexington Town Clerk on Oct. 7, added budget transfers to the original lineup.
